Building the laser harp is not that hard. The problem lies in the programing of the sound. If you just want to play a note when the laser is cut then it is relative easy because all your doing is flipping the switch by cutting off the laser. If you want the pitch to change with respect of how far your hand is from the source of the laser then it gets harder to make and almost making it has hard to play as the theremin. I read that this project can be done with a arduino which are a lot easier to program if you are doing the switch method. If you want the lasers to be seen by the naked eye then you need a much powerful laser which could be dangerous. The reason why some people use laser with out protection is either because the use fog which reflects the laser and make it visible or that they record their act with camera which can capture the lasers.
There are some people that sell their blueprints as well as some other people who work on the open source platform. I would also recommend a pressure pad.
